Calendar, Meetings, and Minutes

Board Meetings are typically the second and fourth Thursdays of the month except July, August, November, December, and April, unless otherwise noted. Open session of the board meetings begins at 6:00 p.m. in the District Office Boardroom located at 201 N. Douglas, El Segundo, CA 90245. (For meetings occurring during the pandemic, please see the Modified Board Meeting Procedures below.)

Board agenda and minutes are posted on Board Docs. All public meetings are recorded on Zoom and uploaded to Wiseburn's YouTube channel for later viewing.

BACKGROUND
On March 4, 2020, Governor Newsom proclaimed a State of Emergency based on an outbreak of respiratory illness due to COVID-19. On March 17, 2020, he issued Executive Order N-29-20 allowing local or state legislative bodies to hold meetings via teleconference and to make meetings accessible electronically without violating the open meeting laws found in the Brown Act. The Executive Order expired on September 30, 2021.

On September 20, 2021, Governor Newsom signed AB 361, which added section 54953(e) to the Government Code, authorizing a local agency to use teleconferencing without complying with the teleconferencing requirements imposed by the Brown Act when (1) a legislative body of a local agency holds a meeting during a declared state of emergency and when state or local health officials have imposed or recommended measures to promote social distancing (2) during a proclaimed state of emergency held for the purpose of determining, by majority vote, whether meeting in person would present imminent risks to the health or safety of attendees, or (3) during a proclaimed state of emergency when the legislative body has determined that meeting in person would present imminent risks to the health and safety of attendees, as provided. The law is effective immediately as urgency legislation and remains in effect until January 1, 2024.

In compliance with the new law, members of the public wishing to observe and/or give live public comment during a board meeting will be able to do so via Zoom.

Modified Board Meeting Procedures

As per Executive Order N-29-20 from Governor Newsom, the Wiseburn Unified School District Board of Education meetings will move to a virtual/teleconferencing environment using Zoom.

The purpose of the Governor's executive order is to control the spread of Coronavirus (COVID-19) and to reduce and minimize the risk of infection by "limiting attendance at public assemblies, conferences or other mass events."

The Governor's executive order on March 12, 2020, already waived the requirement for a majority of board members to physically participate in a public board meeting at the same location.

The intent is not to limit public participation, but rather to protect public health by following the recommendations given by the Governor of California and the Los Angeles County Department of Health on March 12, 2020, that public gatherings should be held only in venues that allow social distancing of six feet per person.

Beginning with the April 16, 2020 Board meeting and until further notice, Wiseburn Unified School District Board meetings will be held teleconferenced. Public comment will be accepted via this link. Please copy and paste this link into your web browser and your comments will be recorded and (if desired) read into the record during the Public Comments section of the Board meeting. Comments will be collected until 2:00 p.m. the day of the Board meeting.
